The College of Engineers and Surveyors of Puerto Rico (CIAPR) was founded in 1938 by Act No. 319, for the purpose of ensuring the public interest and to serve as advisers to the Government on technology issues, adopt and implement a professional code of ethics and defend the interests of professional engineering, surveying and architecture.
